The purpose of this research was to examine why many low-income students fail to utilize student financial aid as a mechanism to pursue higher education. This research also aimed to look at other reasons why low-income students are continually underrepresented in higher education. Through this research, it is concluded that a lack of understanding and awareness of financial aid programs stand as a barrier to college readiness and completion. In the concluding sections, I propose an amendment to the Elementary and Secondary Education Act, more recently known as the No Child Left Behind Act, that would guarantee larger portions of the low-income population would be aware of opportunities to finance higher education.
